The difficulty obtaining affordable health insurance rates in the sunshine state has always been hard, but now it has reached epic proportions. Florida residents may experience any number of insurance-related problems, including claim denials, sky-high premiums, cancellations, or refusals to grant or renew their policies. Florida’s Governor Crist vows to fix the problem and bring affordable insurance to all Florida’s residents. Democrats are pushing a health-care-reform legislation during the current legislative session. They are sponsoring a bill that would ask voters in 2008 to insert a guarantee in the constitution that all children in Florida would have access to health insurance by July, 2010.

At a recent insurance conference in Orlando, one Florida health insurance agent, Margaret

Margolas explained the process, “Before issuing a health insurance policy in Florida, insurance companies offering individual health insurance policies evaluate certain information about you to determine how likely you are to have a claim.” This is called “underwriting.”

She spoke to hundreds of business owners about health care for the uninsured and individual company’s role in delivering that health care. Margolas said, “Individuals looking for health insurance usually cannot find policies to cover past health problems.” How does someone with a pre-existing condition get coverage? Hiring a health insurance professional “consultant” may help. These consultants usually work at no cost to consumers; their fees are paid by the health care provider.

For any health policy, a company might consider age, occupation, current health status and medical history. They can also look at lifestyle, and habits to see what type of health risks a person may have. If individual risk factors indicate that a claim is likely, the company may charge more for the policy or even worse, refuse coverage.

Before applying for an individual health insurance policy, lorida Health Insurance Web advises talking to a qualified health insurance consultant for advice on which policy to choose.

Most individual health insurance companies in Florida have certain clauses regarding risk factors and pre-existing conditions. Limits on risk and “pre-existing conditions” are a standard part of most health plans. These limits ensure that benefits are paid only for conditions that occur naturally and only after your health coverage becomes effective. Paying only for approved services and covered conditions helps control healthcare costs and prevent possible insurance abuse.

The legal aspect of all this is “failure to disclose pre-existing conditions could jeopardize future claims” or invalidate the policy. Individual health insurance companies may completely exclude coverage for pre-existing conditions by attaching an “exclusion rider” to the policy.

If an applicant lists their pre-existing conditions on the application and the company issues coverage without attaching an exclusion rider, the company must begin covering the pre-existing conditions when the policy’s pre-existing waiting period expires. Pre-existing condition waiting periods can be a maximum of two years on individual policies. Exclusion riders can be in-force indefinitely.

In Florida, and in other states like Texas, if a person moves from a group, government, or church health plan to an individual health insurance policy, they will not be subject to a new pre-existing condition waiting periods if they had 18 months of prior coverage, with no more than 63 days lapse in coverage.

What else can someone do to get individual health plans? Corporations are able to purchase health insurance that cover pre-existing conditions for their employees so many CPA’s recommend using S-corporations status instead of individual. Simply create an S-Corp online from a state like Nevada or Delaware, ($350) and then apply for insurance under the corporation.

Buying insurance without an S-Corp means more limitations to your policy; chances are the end result will be some sort of “Cash for Services” Plan, a PPO, or HMO plan. These plans are the most typical.

Margolas says, “One word of advice when it comes to applying for an individual health insurance policy: applicants should be forthcoming and honestly answer all questions about medical conditions. Withholding information about an illness or medication is bad, the health insurance company may deny subsequent claims.”

Ask questions, especially if the wording of the policy is difficult. Be sure about specifics of the health insurance coverage. Don’t be afraid to ask for clarification about policy details. If a person loses health insurance coverage from their job, they may opt to continue coverage with insurance called COBRA. COBRA stands for (Consolidated Omnibus Budget Reconciliation Act). However applicants will have to pay the entire monthly premium part which was paid by the company earlier. Volunteer Society Nepal aims to mobilize medical students and volunteers with health backgrounds in rural places where people do not have access to any health institutes, as the government is not able to provide adequate health services. On the other hand, rural Nepali people are often reluctant to go to the hospital and other modern health services because of orthodox thinking, superstition and other cultural influences. Some of the Nepali people may visit a witchdoctor when they are suffering from an illness. Therefore, it is possible that they die without getting the benefit of modern medication. VSN is playing an active role in linking people in rural areas with volunteers from the west and health volunteers within the country who are really eager to serve the many unprivileged people in Nepal.

Volunteers will mainly be involved in following three activities:-

(1) Working in the Health Post/ Clinic/ Hospital in Nepal Medical/ Premedical students will be assigned to clinics, sub-health posts, hospitals and other health institutions. These are either run by the government or a local community in both rural and urban settings. Health students will work with health assistants, doctors, nurses or some combination within. Your daily work will include helping to perform the health staffs’ job. It will also involve researches of common diseases and health issues. Students will get the opportunity to learn about the basic medication system in Nepal. The work will be daily, 3 to 5 hours, 6 days a week.

The Health institutions provide health services to the poor and marginalized people in the community and volunteers will observe and practice following activities:

Through this Health camp, poor and marginalized people in the community will be provided general health services and students will observe and practice following activities:

In addition, they will provide HIV/Aids awareness, First-Aid information to the local people in rural villages and thereby providing them with a practical life-skill. Similar educational lectures will be given to children, by Groups, in government schools, lasting from several days to a week in duration. Again, the Groups’ major focus will be to educate and mobilize community groups who can then pass the information onto the community at large.

Living Wills and Health Care Directives – What is Involved?

The following is an example of a Health Care Directive (many people still refer to this as a Living Will). It is broken down into 3 basic parts. 1) Appointment of the Health Care Agent. 2) Health Care Instructions. 3) Making the Document Legal. Like most legal documents, it can be a bit confusing and overwhelming. The purpose for making this easily available to the public is simple. To help people know what to expect before contacting a lawyer and having him or her draft a directive for them. Nobody likes thinking about their demise or incapacity. However, dealing with such issues is a necessary part of life.

This example should not be used as a substitute for getting solid legal advice from a licensed attorney. Every individual is different. Please consult a lawyer in your area to discuss your specific estate planning needs.

Democratic Governors Voice Concern Over Health Care Bill

Republican governors are not alone in being concerned about what the proposed health care legislation might mean for their already overstrained budgets: Democrats share the same worries. “We’ve got concerns,” Gov. Jack Markell of Delaware said in an interview Wednesday, hours before getting elected as the chairman of the Democratic Governors Association. “And we’re doing our best to communicate them. We understand the need to get something done, and we’re supportive of getting something done. But we want to make sure it’s done in a way that state budgets are not negatively impacted.”

From the start, Republican governors have been more outspokenly critical about the health care legislation – in particular, the bill proposed by Harry Reid of Nevada, the Senate majority leader – which they said would saddle them with millions of dollars in additional Medicaid costs as insurance coverage is expanded. At their own meeting two weeks ago in Texas, Republican governors declared Democrats felt the same way as they did, but were less apt to say it out of loyalty to President Obama.

Asked about that, Mr. Markell responded: “Perhaps we’ve expressed some of our concerns less publicly. But I believe all governors are certainly concerned about what the potential impact is of some of these bills.”

Mr. Markell said that there was no division between governors and the administration on the need to get some sort of health care bill through; he said that he was reminded of the need in conversations with small businesses struggling with health care costs and constituents who have been unable to get health care coverage. He said his concern was some of the bills being considered would do that by shifting some of the costs to the state – but said he remained confident, after conversations with the White House, that would not be the case.

Whatever the outcome of the health care deliberations, Mr. Markell said he did not believe it would affect the electoral outcome for governors in 2010, a year in which 19 gubernatorial seats currently held by Democrats are on the ballot. The key issues, the governor said, were jobs and the economy.

And to that regard, Mr. Markell said that he was hopeful that the White House and Congress would dispose of the health care deliberations and move on to discussing some sort of jobs creation legislation.

“Right now I believe we need to be focused really significantly on the state level on jobs and on the economic climate overall,” he said. Asked if Mr. Markell thought Mr. Obama and Congress were spending too much time on health care at the expense of the economy, he responded: “Well I feel it would be terrific if they could finish health care and move on.”
